The 21st General Assembly of the International Federation which started on 8 November 2017 in Antalya city of Turkey has ended. It should be mentioned that the General Assembly started its work on 6 November and lasted 3 days. The topics on the agenda of the last day’s plenary session included: new Constitution of the International Federation, Migration Policy and Volunteering Policy.
At first, new Constitution of the International Federation, amendments and changes made to the Constitution were discussed. President of the Azerbaijan Red Crescent Society Dr.Novruz Aslanov, as a member of the Working Group established for making amendments and changes to the IFRC Constitution addressed a speech to the plenary session. In his speech President of the Azerbaijan Red Crescent Society Dr.Novruz Aslanov noted that the issue of making amendments and changes to the IFRC Constitution has been raised at the 19th session of the General Assembly of the IFRC held in 2013 in Sydney city and keeps its actuality for now. Touching upon amendments and changes made to the IFRC Constitution Dr.Novruz Aslanov noted that the IFRC new Constitution as well as new Rules and Procedures would help to improve working mechanisms of both IFRC and the National Societies.
Then the IFRC Migration Policy was presented to the plenary session. Stressing that migration has become a global issue for now the speakers noted an importance of cooperation between the National Societies in that field.
In addition, an importance of IFRC Volunteering Policy was particularly emphasized in the plenary session. The speakers noted that it is important to increase care and attention to volunteers within the International Movement and to increase number of volunteers. In his speech a member of the Governing Board of the Azerbaijan Red Crescent Society Baylar Talibov noted that volunteers are a major driving force of the Movement. It is just volunteers who brings assistance to people in need in emergencies occurring in different places of the world. That is why the National Societies must create more favorable conditions enabling volunteers to actively work and be actively involved in the Movement’s activities. The National Societies should also strengthen their insurance systems for protection of volunteers and be encouraged to create even more safe conditions for activity of their volunteers. Emphasizing that the Azerbaijan Red Crescent Society fully supports the IFRC Volunteering Policy Baylar Talibov noted an importance of providing constant care and attention to volunteers.
On 8 November, a youth delegate of the Azerbaijan Red Crescent Society and head of the International Relations department of the AzRC Naila Omarova participated at the workshop on “The National Societies’ Statutes and legal bases”. At the workshop Naila Omarova noted that there is a paragraph on volunteering in the Statute of the Azerbaijan Red Crescent Society. In addition, official legal documents on volunteering are available in the country and the National Society.
The Executive Secretary of the AzRC Jeyhun Mirzayev participated at a round table discussion on the topic of migration and informed about the activities carried out by his National Society in the filed of migration.
The 21st General Assembly of the International Federation has concluded with hearing reports of different committees of the International Federation and presentations on new decisions adopted.
At the end of the General Assembly a former President of the IFRC Tadateru Konoe was awarded with Henry Dunant medal for his humanitarian activity.
Following closing ceremony of the 21st General Assembly there was organized a meeting of youth delegates from the National Red Cross and Red Crescent Societies with the newly elected President of the IFRC Francesco Rocca. During the meeting issues of concern for youth and future expectations were discussed. In addition, youth delegates had a meeting with the Secretary General of the IFRC Elhadj As Sy.
